Learning Management and Organisation Regulation (Estonia)

1. General Provisions

1.1. This regulation establishes the principles for organising continuing education and training.
1.2. This regulation is based on the Estonian Adult Education Act (Täiskasvanute koolituse seadus) and the Continuing Education Standard (Täienduskoolituse standard).
1.3. The regulation applies to all learners, trainers, and staff involved in training activities.
1.4. Financial, contractual, and platform-related conditions are governed by the Terms and Conditions of Educraftor Oy Ab.

2. Admission and Enrolment of Learners

2.1. Learners are admitted to training based on registration via the designated channels.
2.2. Admission may be subject to prerequisites defined in the curriculum.
2.3. The target group, prerequisites, and specific participation conditions are described in each course description.
2.4. A training group is formed based on the pedagogical and organisational considerations of the institution.
2.5. To ensure a meaningful and supportive learning experience for all participants, the institution may review registrations and, where necessary, suggest alternative learning options or decline participation if the training is not the best fit for the learner’s needs, expectations, or prior experience.

3. Organisation of Training

3.1. Training is conducted according to approved curricula that comply with the Estonian Continuing Education Standard.
3.3. Training may take place in online, contact, or blended formats.
3.4. The language of instruction is specified in each course description.
3.5. Attendance and participation requirements, where relevant, are defined in the curriculum.

4. Assessment and Completion

4.1. Learning outcomes and completion requirements are defined in the curriculum.
4.2. If learning outcomes are assessed and achieved, a certificate is issued.
4.3. If learning outcomes are not assessed or not achieved, a confirmation of participation is issued.
4.4. Certificates and confirmations:
  • are issued according to the Continuing Education Standard,
  • are registered and documented by the institution,
  • may be issued electronically or in paper form.

5. Learning Environment

5.1. The institution ensures a learning environment that supports the achievement of learning outcomes.
5.2. The learning environment may be physical, digital, or blended.
5.3. The institution ensures that the learning environment, tools, and materials are appropriate for the training objectives.

6. Rights and Responsibilities

6.1. Learner Rights:

  • to receive clear information about the training and its objectives,
  • to participate in training according to the curriculum,
  • to receive feedback and certification according to the completion requirements,
  • to submit feedback or complaints.

6.2. Learner Responsibilities:

  • to participate actively in the learning process,
  • to follow the rules of the learning environment,
  • to respect other participants and trainers.

6.3. Trainer Responsibilities:

  • to deliver training in accordance with the curriculum,
  • to support learners in achieving learning outcomes,
  • to maintain and develop professional competences.

7. Quality Assurance

7.1. The institution ensures the quality of:
  • curricula,
  • trainers,
  • learning environment. 
7.2. Training programmes are regularly reviewed and updated.
7.3. Feedback from learners is used to improve training quality.
7.4. The institution ensures that its training activities comply with applicable legal requirements, including the Estonian Adult Education Act and the Continuing Education Standard, as well as relevant data protection regulations and professional quality standards.

8. Feedback and Complaints

8.1. Feedback on training is collected using appropriate methods (e.g. surveys).
8.2. Learners may submit complaints regarding the training process.
8.3. Complaints are reviewed and addressed within a reasonable timeframe.
8.4. Financial or contractual complaints are handled in accordance with the Terms and Conditions.

9. Documentation and Data Protection

9.1. The institution maintains records of training activities and issued certificates.
9.2. Personal data is processed in accordance with applicable data protection regulations, including the General Data Protection Regulation (EU) 2016/679 (GDPR), and in accordance with the institution’s Privacy Policy.
9.3. Documentation related to training, including participant data, attendance records, curricula, and issued certificates, is stored securely in appropriate digital and/or physical systems. Access is restricted to authorised personnel and documentation is used solely for organising training, issuing certificates, fulfilling legal obligations, and ensuring quality assurance, and is retained in accordance with applicable legislation.

10. Dispute Resolution

10.1. Issues related to the learning process are resolved through dialogue between the parties.
10.2. If no agreement is reached, disputes are resolved in accordance with the Terms and Conditions and, where applicable, the laws of the Republic of Estonia.
